All Davis-Bacon HOME projects are required to submit payroll and certifications electronically through the Elation System at https://www.elationsys.com/APP. Section 3

Regulation 24 CFR Part 75 Requirements. Section 3 benchmark notice: 25% of all labor hours must be performed by Section 3 workers. 5% of all labor hours must be performed by Targeted Section 3 workers.
