Pursuant to the provisions of Section 41-16-23, Code of Alabama 1975, notice is hereby given that an emergency affecting the public health, safety or convenience has been declared by the Executive Director of the Alabama Housing Finance Authority (“AHFA”) due to the need to immediately implement the national Homeowner Assistance Program (“HAF”) established by section 3206 of the American Rescue Plan Act of 2021 (the “Act”) in order to mitigate financial hardships associated with the coronavirus pandemic by providing funds to eligible households to prevent home mortgage delinquencies and defaults, foreclosures, loss of utilities or home energy services, and displacement of homeowners experiencing financial hardship due to COVID-19. Under the Act, the United States Department of the Treasury is immediately funding programs in all fifty states to disburse payments to homeowners currently experiencing hardship due to COVID-19, with risk of delinquencies and foreclosure and housing instability. AHFA, the entity designated by the State of Alabama to administer its state-level program, must immediately acquire software and computer programming, secure specialized personnel, and design a Treasury-approved application and disbursement program to commence the HAF program immediately through a pilot program, to be closely followed by a final state-wide program, and for the limited term. Due to the national emergency of the homeowner crisis as a result of COVID-19 and the emergency need in the State of Alabama to provide immediate housing stability relief for households facing foreclosure, there is insufficient time to advertise bids in order to meet these emergencies. In accordance with the emergency declaration, effective August 16, 2021 AHFA has entered into a program agreement with Service Link, LLC for research and reporting of real estate property titles, and all related information, integral to administering the software and computer programs for the immediate disbursement of funds to eligible households.
