Post Award
From the date of the reservation, the applicant has time constraints (outlined in the reservation letter) set forth in which to submit certain documentation. Failure to submit any one or more of the items by the deadline may cause the reservation to be terminated, unless the owner obtains an approved extension from AHFA prior to the deadline.
Underwriting
AHFA’s underwriting team evaluates the financial and market feasibility of the Housing Credit, HOME and tax-exempt bond proposed projects. The underwriting team enforces internal safeguards and controls on the underwriting and allocation process to ensure the integrity of the multifamily programs.
Asset Management
HOME program regulations require that all new construction projects funded with HOME must meet a 20-year affordability period. As administrator of the HOME program, AHFA staff monitors the operations of each HOME project to assess and/or identify any risks that may develop during the affordability period and has established specific requirements to ensure the project continues to be viable.
Compliance
AHFA’s compliance staff periodically inspects each development receiving HOME funds and/or Housing Credits to ensure that it is operating in compliance. Monitoring procedures may include mail-in audits, on-site visits and review of tenant incomes, rent records and living conditions.
Disaster Relief
The President declared a Major Disaster for the State of Alabama on March 28, 2020, as a result of the COVID-19 Pandemic. The Internal Revenue Service allows Owners of multifamily housing developments financed with AHFA-administered Housing Credits to extend the carryover 10-percent basis requirement or the placed-in-service date requirement due to a major disaster.
Environmental
AHFA requires that a project-specific Environmental Site Assessment (“ESA”) Phase I Report be submitted for each application by a qualified third-party Environmental Professional (“EP”). The forms should adhere to the following guidelines and requirements.

Beginning in 2016, AHFA expanded multifamily programs to provide additional funding and incentives to create affordable rental housing for Alabama’s extremely low-income, homeless, and special needs populations.
